House committee approves gay marriage bill

MONTPELIER – The House Judiciary Committee voted 8-2 Tuesday morning to approve a same-sex marriage bill.

Seven Democrats on the committee were joined by a single Republican in approving the bill, which comes after more than a week of testimony. The bill is expected to be debated on the floor of the Vermont House Thursday and Friday.

“It’s no secret where I stand on this issue,” said Rep. William Lippert, D-Hinesburg, the chair of the Judiciary Committee, shortly before he voted yes. “I believe this is the right thing to do. I believe this is the right time to do it.”

Tuesday’s vote brings Vermont one step closer to becoming the third state allowing same-sex couples to marry, although the bill faces a veto from Republican Gov. James Douglas if it passes the House.

The Judiciary Committee unanimously approved three amendments to the bill Tuesday morning, including boosting provisions that protect religious institutions from performing marriage ceremonies they don’t agree with.

Other amendments that were easily approved include one that reaffirms the rights of organizations such as the Knights of Columbus to determine its own membership and one that retains the use of terms such as husband and wife in state law and documents – but makes it clear that the terms also include same-sex couples.

Lippert, who offered the final amendment, said he wanted to include that language to make it clear that lawmakers have no authority over religious marriages – that’s protected by the U.S. Constitution – and that this bill only changes civil marriages in the eyes of the state.

Tuesday’s vote was tough for some members. Rep. Margaret Flory, R-Pittsford, a veteran of the civil union debate of 2000, said she was verbally and physically accosted by a same-sex marriage supporter over the weekend, adding that she is “ashamed of Vermont for the way people, on both sides, reacted to this.”

Flory voted no.

“I would be happier with the state getting out of the marriage business all together,” she said. “We could grant any two people who want to be financially responsible for each other all the legal benefits and obligations.”

Comfy at least Ms Flory is out their doing things in the open instead of name calling and smearing behind a false name through the Gayrald, the only way to describe people like you is hypocrite, or A**hole. Vermont is being used by the national gay movement to get their foot in the door through one of the smallest and easiest to manipulate state legislatures. I hope the fools in Montpelier realize how they were used someday, but as deep as their heads are buried in the sand I doubt they ever will.

Standing up for opression is about as far as having something to be proud of as it gets.
I too am proud of the work that our senators and house members are doing. In addition, I am embarrassed for our governor and the few who insist on continuing the prejudicial treatment of a segment of our society.
So far all the name Flory represents to me is a scourge on Rutland (see the group of buildings on route 4 that has been moldering away for years. It has the name Flory all over it) Some people have no shame. Ms. Flory, perhaps instead of spending your time trying to deprive other people of their rights, you should consider cleaning up your own family name.

The legislators planned on taking up this issue right after election season was over knowing they were safe for 2 years. Most of VT is conservative its just that the loud minority are trust funders who have the luxury of not working for a living and can therefore lobby full time for what they want. Kudos to Flory & Donahgy for voting for their constituents or does that not count since they wound up in the minority? Make a late night amendment as this body loves to do and allow this to be put to the people in a vote. Again, what giant economic boom is going to wrap up VT once this passes? Is IBM,etc. waiting for this to pass to unveil adding more jobs to the state? I see what my legislators have done for the middle class this year, nothing at all. They need to stop looking for revenue streams aka tax increases and start running a business. Take a 2 yr. hiatus and let the state run on the laws it has. They fought tooth and nail against a speedy passing of a Jessica's law for my kids but by golly, they're gonna ram this gay marriage thru. They are running people out of this state with their tax and spend mentality. Then to boot, they spend time on this lifestyle issue. Are you listening out there-you already have equal rights. This is about special rights. Unbelievable.

Rep. Flory and Rep. Donaghy stood up for what some people want. The remainder of the Judiciary Committee, a majority, stood up for what is right. The opponents keep insisting that "the people" aren't in favor of this bill. However, clearly, many people are in favor of this bill or our legislators, who listen to the opinions of their constituents, wouldn't be voting overwhelmingly in favor of it.

I am proud of the work our senators and house members are doing. They have listened to the testimony, and they have listened to the people over the past 9 years, including their gay neighbors, friends and family members. Now they are voting for what they think is right, and, fortunately, with the exception of our governor, who would like to prevent our state from moving forward, the majority of our legislators believe that equality is right and depriving gay couples of the rights straight couples take for granted is wrong. Bravo to the 8 supportive voices on the Judiciary Committee.

Thanks to Rep Margaret Flory (R) and Rep Andrew Donaghy (R) for standing up for what the people want and voting no! I hope that Gov Douglas will remain strong on his view and if needed VETO it dead..... Its not to late to call your Gov, Reps and others and tell them what you want.
