Man denies guilt in sex registry violation

A Proctor man convicted twice of failing to comply with the state's sex offender registry is facing a third charge for the same violation.
Todd C. Peacock, 32, pleaded innocent in Rutland District Court to a felony charge of failing to comply with the statewide registry that tracks the addresses of all of Vermont's registered sex offenders.
Peacock was convicted in Bennington in 1995 and 1996 of lewd and lascivious conduct with a child and prohibited acts, according to court records.
Rutland County Sheriff's Deputy Jeffrey Stephenson wrote in an affidavit that authorities were unable to find Peacock at his registered address in Proctor during repeated visits that started in November 2008.
A resident living at the address Peacock provided to the registry told police that Peacock only lived at his apartment for about a month and hadn't lived there since 2007, according to the affidavit.
Peacock was convicted for violating the residency requirements of the registry in December 2004 and May 2006.
