Woman denies medical fraud

A Rutland woman has been charged with Medicaid fraud while caring for a person in the Rutland area.
Deborah Spicer, 53, pleaded innocent this week in White River Junction District Court to two felony counts of Medicaid fraud. She was freed on conditions of release after her arraignment.
Assistant Attorney General Earl Fechter said the unlicensed caregiver was charged after investigators from the federal Office of the Inspector General and the Vermont Attorney General's office reviewed timesheets for Vermont Medicaid waiver services that Spicer submitted between May 2007 and June 2008. During that time period, Fechter said Spicer charged $6,808.54 for services that she failed to provide to a person in her care.
Spicer was arraigned in Windsor County because the company she processed the timesheets through, ARIS Solutions, is located there, Fechter said.
Fechter said he could not identify the person Spicer was caring for, what type of clientele she works with or whether she cared for more than one person. He also couldn't say whether additional charges may be pending.
If convicted, Spicer faces up to 20 years in jail and a $13,617.08 fine.
