Police probe shooting; man faces assault charge

Tyshawn L. Plowden, age 22 of Brooklyn, NY. was charged with aggravated assault following a foot chase Monday in Rutland during which gunshots were fired.

City and state police along with the state Attorney General's Office are investigating a police involved shooting on Park Street.

The shooting took place late Sunday night during a motor vehicle stop near the intersection of Granger and Park streets, according to state police who issued a statement on the investigation late Monday afternoon.

After stopping a car at the intersection, city police Officer Frank Post and Cpl. Andrew Todd noticed that an occupant in the car, 22-year-old Tyshawn L. Plowden, had a handgun tucked into the waistband of his pants.

When ordered out of the vehicle, Plowden allegedly fled on foot pursued by Post and his canine companion, King Bricks.

During the pursuit, police said the sound of a gunshot was heard coming from Plowden's direction. Post returned fire but did not hit Plowden, who managed to escape.

Plowden was later found at a home in the city where he was arrested and later charged with aggravated assault. Police say other charges may follow.

The Rutland County State's Attorney Office is working with the Attorney General's Office to conduct an investigative review of the incident, police said.

in vermont you are not allowed to have concealed weapons and in new york you must have a pistol permit and register it also. now what do you think the chances are that this pistol was registered and Mr. Plowden has a permit? fat chance of that.

what is your point about officer todd being african american ??

and to everyone else why is this such a racial thing yes i agree usually when a african american is in rutland from the bronx or new york period they are here for one thing and one thing only but not every african american that lives in rutland is here just for that, i know of alot of african american's here in rutland who pay taxes and have good paying jobs and are very good people so i do not understand why? this has to be about race.

i do not see where you can see that this man has damage done to his right arm due to the use of drugs, i am not saying he does not use drugs but i do not see what you are seeing at all and either way it does not justify for what he has done to put our children at great risk and the citizens of rutlnd when he don't have any other reaason for being here other then to break the law's.

I do not recall being able to carry a "concealed" gun in Vermont. But I do know that you may openly carry on the hip. Big difference than in a waistband (which is technically not concealed), cause the officers saw it. Technically a holster conceals more depending on the weapon. Now I am not for anything like what happened, and believe the officers were justified in calling out the occupants, if only for everyone (involved) safety. The other thing is that I remember this city is still in the "United States", where it is legal to go anywhere in the country supposedly freely. So he being from New York has really no bearing on anything. I wish the Officer had stopped (lightly saying), the criminal when he returned fire, but now we have to pay to house, feed, etc,him. He would have deserved the bullet for shooting at the Police, and in the city. It is too bad the officer didn't have a shotgun, he may not have missed. Damn! A charge of attempted murder on a Police Officer would be a good start for charges to be leveled.

i think in a state like Vermont and a city like Rutland there is only one reason a Black man from new York is out late on the streets so call it what ever you want he does not belong here and he is out of place. and what conspired proves this point. send him back to jail in new york where he belongs.

A man or woman can be ordered from a vehicle for carrying a concealed weapon, which is illegal. Unless of course you have a permit for it. And you can be ordered out of a vehicle if you are stopped and you don't have the proper credentials, or if it is suspected you are under the influence. There are probably many more details that were left out of this article. You should have all the facts before you assume it was a racial thing.

So VT does have gun laws? I had always heard that VT didn't prohibit handguns. Has this changed?
I'm not surprised at racial profiling in VT, of course. VT society is the most fraudulent and hypocritical you will find anywhere in America.

it's odd that, in a state with no gun laws, a man can be ordered from his vehicle during a routine traffic stop. Much odder still that the kid started running, but he shares this pretense with the cop; after all, both would say, he's black.
