Dems discuss Yankee, economy

BURLINGTON — Thursday night was the first time the five Democratic candidates met to compete publicly for the nomination to seek the Vermont governorship.

On perhaps the most controversial political issue for the state right now, the five candidates spoke in unison.

Vermont Yankee nuclear plant should not continue operating after 2012, they agreed. Some of the contenders, at least the three now in the Senate, may have to cast votes on that question this legislative session.

State Sen. Susan Bartlett of Lamoille said the plant has been unable to provide a good reason to support a new operating license.

"Our future is in renewable energy," she said.

Former State Sen. Matt Dunne said the plant's future was a symbol of whether the state will be a leader or part of "the mediocre middle."

"I know one way we will not be in a leadership role. That is if we relicense a depreciating nuclear facility," Dunne said.

Former lieutenant governor and state Sen. Doug Racine of Chittenden County said the plant should stop running for "moral" and other reasons and the power be replaced with wind power and other sources.

"I see no reason to continue the operation of Vermont Yankee after 2012," Racine said. "The aesthetic issues can come and go. Wind towers can come down at some point."

Secretary of State Deborah Markowitz agreed that the plant should close. "Vermont Yankee is not part of our energy future," she said. "We already have a model for the nation in efficiency, but we could be doing so much more."

"I would vote no today," said Senate President Pro Tem Peter Shumlin of Windham, in part because there is not yet a power purchase agreement with Vermont utilities. "If it is so cheap, why won't they tell us what that price will be?" he said.

Although the discussion was about environmental issues, the candidates talked nearly as much about jobs and the economy. Here there were some differences.

Shumlin said the coming renewable energy and environmental jobs would sweep aside previous economic booms.

"Our number one priority has got to be creating jobs," Markowitz said.

Dunne said preserving the state's brand as an environmentally conscious and protected place would be essential to economic gains.

Two of the candidates, Racine and Bartlett, pointedly talked about the importance of protecting the environment, then about the need for economic development.

"I think it is way past time that the environment be talked about first," Bartlett said.

Nearly 200 advocates, lobbyists, political donors and others attended the evening meeting, hosted by the Vermont League of Conservation Voters, which filled the auditorium at Burlington's Main Street Landing.

"This election marks a real turning point in the history of Vermont," said David Mears, the chairman of the board for the conservation voters.

Lt. Gov. Brian Dubie, the only Republican to say he is running for the top political job in the state in the wake of Gov. James Douglas' announcement that he will not seek re-election, was invited to the candidate's forum but did not attend.

Dubie was in Austin, Texas, for the Republican Governors Association and his campaign declined to respond to the forum questions Thursday.

That prompted some comments from the audience at the forum.

Most of the candidates said in response to a question about cleaning up Lake Champlain that current regulations need to be enforced and federal funding for wastewater plant upgrades must be sought.

Markowitz said that on a week's vacation at Lake Champlain this summer she was unpleasantly surprised by the condition of the water.

"We couldn't swim," she said. "We have tough discharge limits, but they are not as tough as the rest of New England."

Although the Democrats did explain some differences in their positions on environmental issues, those differences were outweighed by the similarities and was the subject of several jokes by the candidates.

"I think we are going to sound like a broken record up here," Racine said at one point.

"I am not going to repeat what the other Democrats said up here," Shumlin said moments later.

"We share values," Markowitz said of her fellow candidates. "We even share much of the same vision for the future of Vermont."

shumlin is an absolute waste of oxygen..Nothing was done about the budget and cutting costs under his watch in the senate.I can not think of what he would feel is most important to Vermonters if he is back in Montpelier as a senator much less as a governor.It was the senate under his fist that did very little for the majority of Vermonts residents in the last few years.We would be much better off if he were not returned to montpelier as there is so much damage there that needs sensible correction.

With the economy as bad as it was during the last legislative session can anyone name a single thing the legislature did under Shumlins watch to improve things. "Environmental jobs will sweep aside previous booms", promises of more service industry jobs and a promise that Vermont may actually participate in the next boom, who's going to pay for them? Will these environmental jobs bring money into the state or just more state employees for the citizenship to pay for through higher taxes?

I love the talk about renewable energy -- even wind. Funny! Good Lord! How stupid do they think Vermonters are?!

Vermonters are strongly opposed to wind-power. There will be a Walmart in Stowe before there is any significant wind farm in Vermont.

Fortunately what politicians say to get elected and do once they are in office are two different things.

Anyone who thinks we can replace the power supplied by Vermont Yankee with solar and wind power is either delusional or not very good at math.

I see SOTG wrote another page of clever dissing of everyone one who offered a real idea or opinion. No where in her entire page did she offer a single idea of how she would solve any problems. Apparently SOTG is one of those liitle minds that cannot come up with an original idea of her own, just more of the same. I'm sure she feels proud at what clever snippits she's come up without offering a thing she can be called on. That's right she did say in a previous post that Vermont was better off than most states, oops that's just and excuse not an idea.

Come on SOTG give us some ideas of what you'd do to solve any of the state problems. Here I'll make it easy and give you some choices.

1. Shut down VY
2. Raise elecrtic cost to encourage conservation
3. Raise taxes to support the lazy
4. Raise taxes to support government workers
5. Raise taxes to pay teachers more.
6. Raise taxes
7. Raise taxes

Perhaps no one else has noticed, but there is a vast reserve of natural gas being discovered and developed in the USA, and in the east, in particular. As someone who has been involved in public utility regulation and economic analysis over the years, it would not surprise me if a least cost solution for a low electric demand state such as Vermont is to install some clean, high efficiency natural gas generation within the state near demand centers for supply during high cost, high demand peak periods, and purchase from the grid during the low cost, low demand off peak periods.

The issue of VY relicensing should be tied to an attractive purchase power contract covering the same period of time. But even if the contract looks attractive, VY is a very old plant, and it would not surprise me if it did not remain in service for the entire time span to 2032 if it were relicensed. Just because you can buy a two year registration on an old car with 500,000 miles on it does not mean the car will provide reliable service for two years. If, say, 10 years into the relicensing period the plant has to be extensively rebuilt, it would probably be cheaper for the owners to just retire it.

Well, if Wendy's proven anything, her talent are best applied to only those problems that can be solved or even addressed in the "short run".

I'll give you credit, though, Wendy: you and you VY pea-in-a-pod pal Jim Eckhardt are quietly turning your power arguments away from how super-duper cheap VY power is... mostly because VY clearly has NO intention of extending our comfortably pro-nuclear cheap rates IF the plant should be relicensed.

Lest anyone NOT know this already: those terrible horrible oh-my-Gosh we're-at-the-mercy-of-the-spot-market prices right now are lower -- yes, LOWER -- than the supercalifragilistic rates we're getting from VY.

So why won't VY come to the table with CVPS or GMP to give them an idea when the new prices we'll be once we're on the hook for another twenty years with Entergy -- oops, I mean Enexus, the undercapitalized, over-leveraged shell company to which Entergy wishes spin VY? Because they have no intention of continuing these cheap rates in the future, and they have no intention of making that public before the legislature votes of the relicensing, either in 2010 or 2011.

So "Cheap Rates For All!" is being shuffled to the back of the VT GOP talking points playbook. Now what?

Plan B: We Can't Replace Every Megawatt With Renewable Power The Second The Plant Closes In 2012! Which means that -- gasp! -- them Frenchies up in Quebec will "own us" with a greater percentage of our business. Good, good... even the Douglas administration says we have a good working relationship with HQ, but it never hurts to throw in a little xenophobia to scare folks a little. (The Canadians Are Coming! The Canadians Are Coming!)

That's a start... but still a little abstract. How about... jobs! Yes, jobs are big in everyone's mind right now. People work at that nuclear plant, right? Ooh, yes! On to Plan B.2:

What About The VY Employees? Think Of The VY Employees!

And, Really, We Don't Have Enough New Jobs Being Created Yet In Renewables! (That's Plan B.3.)

And finally, top it all off with a dollop of right-wing sarcasm: these Democrats were speaking to a bunch of VPIRG-type, you know, DEMOCRATS. In BURLINGTON, for Goodness's sake. What would you expect from... THOSE types of people?

Good, good. To recap the GOP playbook:

1. Uh, let's stop talking about VY rates for a while.

2. Renewables -- you know, that industry we've fighting in the legislature, anyway -- won't 100% save us by 2012.

3. Those Hydro Quebec people and their CEO, Snidely Whiplash, are just rubbing their hands together and WAITING to take over our state.

4. What About The Children? (Sorry -- wrong talking point. I meant:) What About The VY Employees?

6. Our economy sucks! This is not the time NOT to relicense VY! (Of course, we don't EVER think it ISN'T the time to relicense VY, but any ship in a storm, right?

5. And finally... VPIRG Democrat Liberal Socialist Windmill Loving Irrational Tree Huggers?? God Help Us!

I think I got everything, but let me know if I missed something. I wouldn't want to shortchange your strategy, thereby not giving it all the credit (and daylight) it deserves...

On the one hand, we need the carbon-free power. On the other, we're likely to be facing a <a href="http://www.technologyreview.com/blog/arxiv/24414/">uranium shortage</a> by 2013, at which point even a relicensed plant might end up shut down. That may be why Entergy is so urgently trying to spin it off, and why they won't make any guarantees about supply electricity on contract to Vermont's utilities.

The panel of 5 are really a clueless group .doug racine stating Yankee should shut down for moral reasons and be replaced with windpower...he should stay in the auto business .the others have no clue as to how little power will come from the so called green producers..surely not enough to light op the statehouse for one week

In an era when solar and wind installations in Vermont are being blocked at the local level, how can you even conceive on NOT re-licensing Yankee? This current crop of Dems are so out of touch with the reality of basic economics and of how jobs are created.

Replacing 30-40% of our baseload power, currently provided by VY, with renewable energy cannot happen by 2012. Therefore we will be dependent upon imported power from other US sources (possibly not clean power) or Hydro Quebec will own us, re: electric rates, more than they already do, if VY is shut down by the legislature...

Jobs provided by green companies are growing, but the number of jobs in these industries is not significant enough, nor are the jobs growing fast enough to replace the jobs that have been lost and put Vermonters back to work. So that's not a viable solution in the short run...

Vermont's economy is on life support. People cannot find work, cannot pay their property taxes, cannot send their children to college, etc...Did these candidates remember that VT is looking at an $88 million GF deficit from their meeting this week? Maybe it was the viewpoint of the VPIRG-style audience that prompted a temporary amnesia?! God help us.
