• Conservation gets unjust reward

    It appears that in at least one area of natural resource management Rutland residents have done well by reducing water consumption by some 9 million cubic feet since 2008 (Herald, Nov. 27). Our city leaders’ reward to us for this admirable bit of conservation? Raise rates. What’s wrong with this picture?
