    Vermont Campaign for Health Care Security Education Fund policy director Donna Sutton Fay (“Don’t go backwards on health care,” Dec. 19) doesn’t understand the intent of the national politics that warp Vermont’s drive for affordable and universal health care: The dramatic increase in out-of-pocket costs for Vermonters are necessary because the Affordable Care Act was designed to make money for the health insurance industry.

    The “insurance exchange” mandate was included in hopes that the public would find the out-of-pocket expenses during the “exchange” years so bad that they would beg to turn back to the for-profit sector.

    We can only hope our legislators keep this in mind as they fashion a system for the post-exchange years, which will be all-inclusive, affordable, transparently managed, equitable and governed by the public.

    And may your readers be aware that the financial punishment about to be visited upon them is meant to drive them back into the arms of the for-profits.
