A 71-year-old Rutland woman was killed Wednesday night after she was struck on Strongs Avenue by a hit-and-run driver, according to Rutland City Police.

Mary Jane Outslay was treated by paramedics from Regional Ambulance Service minutes after the 8 p.m. crash outside the entrance of The Palms restaurant.
The injured woman was taken from the scene by ambulance, but police confirmed her death at about 10:15 p.m.

A woman who was walking across Strongs Avenue with Outslay to her car after having dinner at the restaurant said she saw her friend struck by a dark sport-utility vehicle.

“It was going very fast and it flipped her over the car ...” said the woman, who was unhurt but went with friends to the hospital minutes after the crash.

Police Sgt. Matthew Prouty said other witnesses gave additional details about the vehicle which he said was dark colored — possibly black and possibly a Chevrolet 2500. The windows of the vehicle may also be tinted.

Police said the vehicle was traveling south on Strongs Avenue when it struck Outslay, who was crossing the street with the assistance of a cane about 50 feet north of The Palms.

The cane remained by the curb where Outslay was struck, but the force of the impact knocked the woman about 50 feet to the south, Prouty said.

No brake marks or broken equipment from the vehicle were found at the scene, he added.

Prouty said police were hoping to obtain video footage of the vehicle from one of the businesses on the street — and perhaps from the police department itself, which sits at the corner of Wales Street and Strongs Avenue very close to the spot where Outslay was struck.

“We’re hoping with our efforts to have a picture of the vehicle soon,” Prouty said.

Patrons and staff at The Palms watched from the sidewalk as police taped off hundreds of feet of the downtown artery. City firefighters were called to the scene to take aerial pictures from a ladder truck.

Anyone with information about the incident or the vehicle involved is asked to call city police at 773-1816.
