Ludlow to hold special Town meeting next month

LUDLOW — Town meeting is not over yet for Ludlow residents.
Next month, they will vote on two articles that were originally included in the capital budget. But because they involve municipal bond money they must be voted separately, according to town officials.
Article one asks voters to authorize a purchase of a new fire truck with a $180,000 municipal bond for a term not to exceed 15 years. Select Board Vice Chairman Bruce Schmidt said the town budgeted money for the purchase of the fire truck but because it will be financed with bond money, it must be voted as a separate article.
“Town Manager Frank Heald was under the impression you could go and put them in as capital purchases. The bonds need to have voter approval. We did not realize they had to be,” Schmidt said.
Select Board Chairman Howard Barton Jr. agreed.
“It got overlooked due to a clerical error,” Barton said. “It’s in our budget and we already approved that amount in it. But it’s a 15-year bond and they have to be voted separately.”
According to Barton, the pumper and rescue trucks are old and need to be replaced. The new truck will serve a dual purpose as a pumper and rescue truck all in one, he said.
Article two asks voters to authorize a municipal bond not to exceed $302,000 with a term of 15 years for infrastructure repairs. The money will fund Bridge No. 17, Lake Pauline Dam, West Hill storm drain, West Hill and transfer station culvert repairs and highway garage improvements.
Barton reiterated that the repairs and improvements were already part of the capital budge, not new line items. Because the second article involves municipal bond money, it must be approved by voters in a separate town meeting article.
Barton and Schmidt did not have financial information on how much it would cost Ludlow taxpayers. Heald is on vacation and was unavailable for comment.
There will be an informational meeting at 7 p.m. May 6 at Town Hall and voting will take place by Australian ballot from 10 a.m. to 7 p.m., Tuesday, May 7 at Town Hall.
