    Rutland City police officers, investigating a noise complaint Monday night on Merchants Row, say they instead discovered a marijuana dealer.

    Officers were called to 10 Merchants Row just before midnight for a complaint that someone was revving a chainsaw.

    They didn’t hear any chainsaw, according to court records, but when they came upon an open door at Apartment 3, they smelled burnt marijuana and looked inside to see smoking pipes and a green leafy substance on a table.

    The officers secured the scene and applied for a warrant, eventually discovering evidence of a growing operation and a safe containing bags of marijuana, manila envelopes containing money and a checkbook ledger with “weed” and “shrooms” written as transaction descriptions.

    Two people living in the apartment, Celine E. Davis, 19, and Keith W. Tougas, 21, were charged with felony possession of marijuana for possessing more than 2 ounces of the drug.

    The pair pleaded innocent to the charges Tuesday in Rutland criminal court and were released on conditions that included a 24-hour curfew.
