MONTPELIER — Gov. Phil Scott announced the appointment of Riley Allen of Montpelier to serve as a member of the Public Utilities Commission (PUC). Allen has served as deputy commissioner of the Department of Public Service since 2017. From 2004-2008, he was director for regulated utility planning. From 2008-2010, he was a hearing officer and senior policy advisor to the Public Service Board (now the PUC).
